The Project

Four years ago Warwick resident, business owner and developer Stephen Kitar purchased the property, just shy of 10 acres, along West Street identified by the prominent formation known as “Pulpit Rock.”

In June 2019, Kitar applied to the town’s planning board, proposing a 110-room hotel and six eight-unit cottages, totaling 21,269 square feet, along West Street near County Route 1.

Jay Westerveld, a long-standing, locally known environmentalist has publicly labeled the nine-acre Pulpit Rock site as an “ecologically sterile cornfield,” “lacking biodiversity,” with an obscure 15- to 20-foot tall rock.

Kitar said critics’ claims are “ridiculous” and “false” that he plans to develop the site without regard for the environment, while also dynamiting bedrock. Stressing that he is a Warwick resident who cares about the community, Kitar added that he’s been a commercial developer in good standing since 2002.

Whereas a half-dozen lodging options existed in Warwick in the early 1900s, few exist  today, and other local hotels are not readily accessible, Kitar said.

“This (Pulpit Rock Hotel) project represents rooms, tax dollars, tourist dollars and jobs that Warwick needs,” Kitar added.
